I've watched every tutorial on how to fix this, i have silent patch, i tried installing the game through a cracked version and through the official version from the rockstar launcher and it still won't save. I am running Win 10. This is a problem only for my PC because when i played gta sa on my old win 10 laptop everything was working fine.
Do an entire Windows search, if necessary. The savefiles should exist where this file is. Also, if you reinstall the game, make sure you install it in the same drive as that of Vista. There's a gta_sa.set file in the data folder, but there are no saved files there.

the GTA_SA.set file contains config information from the last time you played the game. Since you have reinstalled it may contain outdated information which the game is trying to use. It is created at the end of Each Game Session, so deleting it won't cause any problem, and might solve your problem.
Since you have version 1.01 of the game, you need to download version 1 save games. However, you also must have the original main.scm and script.img because changing the scripts will cause save compatibility issues. If your game is an unmodified v 1.01, any of the version 1 (and only the version 1) saves in mikeswi's collection really should work.
